I understand that but, if one is making savings, one might expect to see the cost per prisoner fall rather than rise. The savings are being transferred into potential capital expenditure, but further funds are being deployed beyond what is needed to look after the cost per prisoner.
It can give written guidance on human rights issues; maintain a website; participate in and speak at meetings; and develop a commission library, which would be a resource for lawyers, academics, researchers and the public.Let us consider the provision of guidance and support.

The second phase received added profile from January to February 2004 through press and radio advertising and through enhancement of the website, www.careinscotland.co.uk. The third phase of the campaign will take place between mid-November 2004 and mid-March 2005.
However, there should be a proper, fair voting system that allows people to choose between individuals as well as parties, which would mean the introduction of the single transferable vote.Local government must be adequately funded, which it is not.
