Assistant Chief Officer Stuart Stevens of the SFRS said the “licensing element [of the Bill] encourages people to engage in some training in how to use fireworks, as well as making it slightly more challenging to buy fireworks and putting some control around that process."
In other words, a “good faith” acquirer of a bank coin or an acquirer of a bill of exchange in good faith and for value can acquire ownership from a non-owner.
However, they are unlike other types of property in that category, and also share certain features with corporeal moveable property, including coins and banknotes.
Confirmation that they are incorporeal moveable property would give greater certainty.
