To some extent, those are still relevant measurements. Taking into account technology transfer, knowledge transfer, the use of e-commerce and other aspects of globalisation, what are the key measures of success now?
The amendment states that a residence would be considered permanent"if it is occupied by a household for 26 or more weeks in a year and as a temporary place of residence if it is so occupied for less than 26 weeks in a year."
That is something that we expect to change in the future; we would like people at least to have the choice of working here instead of having to leave and transferring their skills to the mainland.
It is noted that the Bill at Sections 25 and 26 makes reference to a maximum period of two weeks whereas at section 27 there is provision to postpone for up to 3 months for a by-election.
That is a problem, particularly in relation to wholesale stock transfer. The minister must address the question of what would happen if stock transfer takes place in a city such as Glasgow.
Prior- agreed projects need to be amended so that they can operate under resource accounting and budgeting. It is also important that the transfers of staff are contiguous, because the transfer of NAO staff will require separate legislation.
The Parliament has made great strides in giving advance notice of its recesses. The website has dates on it for recesses up until the beginning of 2003, which is marvellous.
