There needs to be far greater discussion about and acceptance of what we are going to do. We talked about replacing council tax, then we talked about a local income tax, then we talked about whether to have a citizens’ assembly to replace council tax.
That is obviously good news, given the impact that the bonus has on businesses up and down the country, particularly in economically hard-pressed areas. We will talk about that more, so I will not go into too much detail.

We cannot do everything, and we cannot mitigate every aspect of decisions that are made elsewhere, but we can try to focus that support as best we can. Clare Haughey might want to talk about childcare.
What I find most striking is how keen stakeholders were to talk not just about the deficiencies of what is in the bill, but—in relation to the wider point that I am making—their concerns about what is not in the bill.
