Should the Parliament be able to amend a motion so that it can agree to the motion subject to X, Y and Z, to express its will clearly? That would require the debating time that I talked about, but as such motions would arise only about nine times a year, that could be accommodated.Secondly, should we have a process of signing off—for want of a better expression—whereby the Scottish Parliament can sign or not sign off the legislation as passed by Westminster?
