Introduction
At its meeting on Wednesday 26 October 2022, the Criminal Justice Committee considered the Scottish Biometrics Commissioner Act 2020 (Code of Practice) (Appointed Day) (Scotland) Regulations 2022 [draft].
Reflecting this, the previous Scottish Government committed to increasing annual investment in infrastructure so that it is £1.5 billion per year higher in 2025-26 than in 2019-20.
However, deciding what to build, how much to spend, and how to pay for it is not straightforward for any government.
