When some councillors raised environmental and climatic change concerns, council officials advised them that those were not material considerations when a decision was being made and that even under the Planning etc (Scotland) Act 2006, which was passed recently by the Parliament, they still would not be considered as such.This is a case of legislation not reflecting the concerns that have been expressed on all sides of the chamber regarding the environment.

In the case of the larger boards—Glasgow, Lothian and perhaps Tayside and Aberdeen—it might be possible for the incremental costs to be de minimis. By the nature of the smaller boards, the costs will be de minimis anyway, so perhaps it is not a strong issue.
