One of COSLA's suggestions was that savings to the NHS resulting from the smoking ban should be transferred to local government to help meet the costs of implementing the ban.
Yes, but the policy is that they are transferred elsewhere. The practice that the SPS seeks to achieve is that those prisoners are transferred elsewhere so that they can establish connections with the agencies that are supposed to support them in the prison from which they will be released.
