To ask the Scottish Executive what rent guarantees Glasgow Housing Association has given to current council tenants should there be a yes vote in the Glasgow housing stock transfer ballot. If tenants vote yes in the Glasgow housing stock transfer ballot, the Glasgow Housing Association has guaranteed that rents for current tenants will rise by no more than inflation for the first five years after transfer and by no more than inflation plus 1% for years 6-8.

The key findings from the Government analysis and the evidence from Prof Ludbrook included:
People in low income groups were more likely to drink nothing, very little or very heavily (i.e. their drinking pattern is fairly polarised)
23% of the lowest income decile do not drink so will not be affected by minimum pricing
57% drink at very low levels (averaging 4.9 units per week) so will be slightly affected by minimum pricing
Harmful drinkers in low income groups tend to drink more than harmful drinkers in higher income households and are more likely to be admitted to hospital or to die...

The number of staff in Edinburgh is under regular review and it may be possible to close the office more quickly, but that depends on the success of the work transfer. Currently the transfer is progressing at an appropriate rate, bearing in mind the technical nature of the work.Staff costs in relation to the Edinburgh office are £109,000 per month but these will decrease in line with the reduction of staff as work is transferred to Ayrshire.

An Executive amendment at stage 3 will insert a new section after section 42 to deal with the cross-border transfer of prisoners. The new power will be subject to affirmative procedure and enables provision to be made for the transfer of prisoners out of and into Scotland.
