The experience in London and the south-east is that the official allowance of London weighting is not sufficient to buy labour of equivalent quality or stability.
My understanding is that that is all right so long as it is open to the recalcitrant party to change his or her mind and say that they are prepared to buy the deal, or that they would rather not and will therefore settle the matter.
What the RTPs need is a list of priorities—a top 10 or a top 20. That will involve difficult decisions and consultation by the RTPs with the electorate, the people and everyone who has an interest.
However, I do not think that it helps an organisation if it is completely destabilised from top to bottom. The First Minister is responsible for my appointment and can terminate it whenever he wishes.
In relation to amendment 13, it is entirely wrong that a national parents organisation should be organised from the top down—it must be established from the bottom up and by the parent bodies.
