There is not even an issue of principle behind the bill because, as Lord James and Adam Ingram pointed out, fairly substantial powers already exist for ministers to intervene in the operation of schools by local authorities.In light of the Standards in Scotland's Schools etc Act 2000 and as part of the agenda for improving education, the bill will close a loophole. Frankly, it is going over the top to suggest that the bill will destroy the partnership of trust and plunge the education system into disarray or to say "Who knows what pressures will be put on HMIE?"
