Amendment 187 adds "duty under section 2" to"functions under sections 5, 7, 8"in section 19. That is explicitly to allow the relevant advisory body, whether it be the United Kingdom Committee on Climate Change or a Scottish climate change committee, to advise ministers on the interim target, should they require that.
