I have a great deal of sympathy with the points that Bruce Crawford and Sylvia Jackson made about Scottish Natural Heritage and the defects of the present system. The system is too top-down and bureaucratic. There is insufficient consultation, there are not enough incentives and not enough is done to gain the agreement of landowners and communities.
