To ask the Scottish Executive why house-breaking is the only crime mentioned as an indicator in the social justice section of its 2003-06 spending proposals, rather than all crime in disadvantaged areas in line with milestone 26 of the Social Justice Annual Report - A Scotland where everyone matters.

To ask the Scottish Executive, further to the answer to question S1W-19542 by Jackie Baillie on 26 November 2001, what the breakdown was of the #70,000 spent on establishing Communities Scotland, including payments to outside consultants.
Is it not possible that using the surplus transfer system will end up giving a small number of people a disproportionate say, because their surplus will transfer and transfer and transfer, whereas other people's will not transfer?

The aim is to ensure that all those people are transferred into Disclosure Scotland. They have been informed about the transfer and are apparently content at the prospect of being transferred into the core civil service.
That might be a legitimate question to ask when we receive a Holyrood report, but we are being asked to consider a budget transfer. Technical questions should be based on the budget transfer process.
