The aim is to ensure that all those people are transferred into Disclosure Scotland. They have been informed about the transfer and are apparently content at the prospect of being transferred into the core civil service.
That might be a legitimate question to ask when we receive a Holyrood report, but we are being asked to consider a budget transfer. Technical questions should be based on the budget transfer process.

To ask the Scottish Executive, further to the answer to question S2W-27679 by Mr Andy Kerr on 26 August 2006, what consideration was given to the costs involved in the review of car parking arrangements in each NHS board.

Basically, that means that they have to transfer it. That might mean transferring the quota to another person or to someone in a producer organisation to work through.
