To ask the Scottish Executive whether a licence is required under regulation 44 of the EU habitats regulations in relation to ship-to-ship oil transfer activity and, if so, whether there are circumstances in which it would refuse to grant a licence for such activity.
A great deal of work remains to be done to show that the bill can address those priorities, but I feel that incorporating the charter of rights for people with dementia within it would go some way towards assisting matters.16:26 The main problem with the bill seems to be whether it is required at all.
You have said—and the memorandum of understanding makes it quite clear—that transfers would be a measure of last resort and that transfer requests will be made only if all other options have failed.

The transfer to the Land Register of Banff, Moray, Ross and Cromarty, Caithness, Sutherland, Orkney and Zetland on 1 April 2003 will complete the transfer of counties from the Register of Sasines to the Land Register.
The Committee understands the Cabinet Secretary’s reluctance to “second guess” the appointments process when the interim body transfers to a statutory footing but notes that the Bill already sets out some of the appointments process, in particular, that members of the non-statutory ESS are taken to be appointed as members of the statutory ESS.
