I asked the Scottish Parliament information centre about that earlier and learned that the £13 million is made up of £6 million in European social fund money and £7 million in matched funding from the Scottish Further and Higher Education Funding Council—which might be existing funds.
I certainly hope so—and I hope that we will not have to wade through reams of general licence restrictions posted on the website. However, if that is what is needed, so be it.
What capacity would be left in Scotland to begin fishing again after the quotas were back in place—if we could find the cash to buy them back from foreign-based multinationals?
