Pre-Budget Scrutiny 2025-26 - Budget transparency and linking budgets to outcomes

To allow it to have a clearer understanding of the implications for IJBs as part of its 2025-26 pre-budget scrutiny, the Committee calls on the Scottish Government to share with it the findings of the impact assessment of in-year adjustments to the 2024-25 Scottish Budget referenced in the Finance Secretary’s Pre-Budget Fiscal Update on 3 September.

Other new and altered motions and amendments *S6M-11781 James Dornan: Calling for SFA Transparency—That the Parliament supports recent reported moves by Glasgow Rangers FC to get the Scottish Football Association (SFA) to release the conversations by video assistant referee (VAR) officials during the recent game against Celtic FC; recognises what it sees as the longstanding culture of secrecy that exists within the ruling hierarchy of Scottish football; urges the SFA to ensure that all VAR decisions, and any other decisions requested by a club involved, are made publicly available on such a request, and believes that, if the SFA and Scottish Professional Football League (SPFL) continue with what it considers is their ongoing culture of secrecy, then there is a need to consider an independent regulator for football, similar to the plans reportedly due to be introduced into the UK Parliament, but one which would be unique to the circumstances of Scottish football.

The Audit Quality Framework 2019, Audit Quality Framework, provides assurance that work is of high standard, meeting international audit standards and the requirements of the Auditor General and the Accounts Commission as set out in the new Code of audit practice 2021. Our 2024/25 budget proposal and projections for 2025/26 and 2026/27 maintain investment to support audit quality inspection and reporting.
