In the meantime, we recommend that the SPA and SFRS should conduct an estate review and look at the options for further savings and co-location opportunities, provided that these are suitable and also that this does not simply transfer current budgets into rent payments to a third party with no saving involved.
On a different matter, I commend to the ministerial team and MSPs the Planning Aid for Scotland event in the garden lobby on Wednesday 26 September. That is a plug. At that event, all MSPs can hone their consultation skills.
My final question is about the other side of the coin. What would be the most effective carbon accounting methodology for the Scottish Government budget?
It would be easy to say that a boat or train should always give a few minutes' leeway to allow an incoming vessel or train to catch up, but the other side of the coin is that people who are on the boat or train may have a tight connection to make at the other end.
