Section 1: Issues that the Committee would wish a written response to and may also wish to explore during the evidence session with the Minister Part 1 – Development planning Section 7(2), inserting new section 3CA(3) into the 1997 Act – Amendment of National Planning Framework Power conferred on: Scottish Ministers Power exercisable by: Regulations made by Scottish statutory instrument Parliamentary procedure: Negative The Committee therefore asks the Scottish Government to explain why it is appropriate that the Scottish Ministers should have the power in new section 3CA of the 1997 Act, as inserted by section 7(2) of the Bill, to make provision for the laying of the amended framework before the Scottish Parliament, and that such provision is only subject to the negative procedure.
