Subordinate legislation considered by the Rural Affairs and Islands Committee on 26 November 2025 - Wider issues relating to agricultural subsidy reform

The Committee asked if the Scottish Government's IT system for rural payments was a barrier to establishing a new Enhanced Tier 2 scheme. The Minister said that "the IT system is not in my consideration at the moment" adding that "the biggest consideration in my thinking now is how we get policies that the industry will buy into, come with us on and deliver".
