The Taskforce has produced two reports.
Raising standards for new buildings: the New Build Heat Standard (NBHS) requires new buildings to install climate-friendly heating systems instead of oil and gas boilers.
During these sessions, the Committee heard concerns from the farming sector about the impact of delays in transitioning from legacy CAP schemes to a new system of agricultural support and the need for a clear timetable for transition.
Costs associated with policing and prosecuting the new offence
The Financial Memorandum accompanying the Bill sets out some of the costs which Ash Regan MSP, anticipates will fall on Police Scotland, the Crown Office and Procurator Fiscal Service, the Scottish Courts and Tribunals Service, and Scottish Prison Service, as a result of the new offence.
The Policy NoteThe Energy Performance of Buildings (Scotland) Regulations 2025 - Draft Policy Note accompanying the regulations highlights that:
the reforms will provide more accurate and up-to-date methodologies;
that EPCs are conducted to the highest professional standards; and
EPCs will adopt a new technical infrastructure for lodging energy performance data, and generating certificates, on a new EPC Register.
