Introduction
At its meeting on 26 June 2018, the Committee agreed to draw to the attention of the Parliament the following instrument—
Tuberculosis (Miscellaneous Amendments) (Scotland) Revocation Order 2018 (SSI 2018/202)
The Committee's recommendations and conclusions in relation to this instrument are set out in the following sections of this report.
In 2022/23, 539 posts were filled in less than 12 weeks, 169 in 12 to 26 weeks and 35 took over 26 weeks. Analysis shows that the rate of turnover has largely been driven by voluntary turnover consisting of staff leaving to take up other jobs.
In 2018, the Scottish Government announced a new National Infrastructure Mission to increase annual investment in infrastructure by 1% of 2017 Scottish GDP by 2025-26.

Instruments considered by the Delegated Powers and Law Reform Committee during the third quarter of the Parliamentary Year 2025-26
This report sets out the Committee's consideration of all instruments during 18 November 2025 to 26 January 2026.
The increase to the block grant in the 2025-26 Scottish Budget “only restored funding to 2023-24 levels in real terms and was insufficient to meet all our infrastructure needs”.
The SFC forecasts that this increase will raise an additional £32 million in 2025-26.
As a provisional affirmative Order, this SSI came into force on 5 December 2024.
