These were to be replaced with a single national police service – the Police Service of Scotland (the Police Service), together with a new governing board – the “Scottish Police Authority” (SPA), and a single fire and rescue service - the “Scottish Fire and Rescue Service” (SFRS) and the new SFRS Board.
Instead of opening up a can of worms and having a rammy about what the new rates should be, I would rather be flexible and have the constant discussion.

The Committee does recognise that some aspects of the new offence may give rise to questions in relation to interpretation and enforcement, as is often the case with new laws, and that, at times, there may be hard cases.
