The letter is self-explanatory. The issue is highlighted at the top of page 2, which explains the time scale for consideration of the Late Payment of Commercial Debts (Scotland) Regulations 2002 (SSI 2002/335).
In that context, we could raise the issue of entry to dwelling houses. That regulation seems over the top. It would be interesting to have an explanation for that.
