The current economic and geopolitical climate, and the impact they have had on tourism through 2025/26 to date, has placed a pressure upon HES, as have additional staff costs, however it is worth noting that HES is still achieving record levels of commercial income, which it is able to utilise in the most appropriate fashion under the new business model.

The Committee also wrote to every local authority and heard from 20 witnesses over four meetings.
On 26 November 2018, Committee members visited Dublin to compare business support in Scotland and Ireland and met with the Department for Business, Enterprise and Innovation, Enterprise Ireland and visited a Local Enterprise Office (LEO) in Fingal.
