The House of Commons and the House of Lords have already expressed concerns about that. We have to separate out the impact assessment and the proposal.
However, in paragraph 95 on page 20 concern is expressed about the fact that funding will not continue to increase by as much as it did over the past five years.
People get a bad taste in their mouths when legislation is introduced right on the cusp of a recess and parliamentarians are not given the opportunity to express a view that reflects public opinion.
The committee believes that there is a potential conflict of interests between those two roles or, at least, a perception of such a conflict. That view was also expressed by the corporate body when it gave evidence.

The contractor concerned was Flour City Architectural Metals (UK) Ltd, who were appointed on 26 January 2001 to undertake the MSP Building Cladding Trade Package.
The prevalence data might be available sooner, but it is very early days. I support the views just expressed, and offer our input to the evidence that will be collected.
That is a good thing, as they currently do little or nothing to vet the suitability of potential tenants.When some aspects of the bill were removed from the recent Housing (Scotland) Bill, I expressed fears in the chamber that we would run out of parliamentary time to deal with those important matters.
