Supported by: Mark Ruskell*, Patrick Harvie* *S5M-12480 Christine Grahame: The Genesis of the NHS That the Parliament celebrates the — establishing of the NHS 70 years ago; considers that it had its genesis in the Highlands and Islands Medical Service, which covered half of Scotland s land mass, a state-funded health system ’ that was run directly from Edinburgh and set up 35 years earlier; notes that although treatment was not free, fees were set at minimal levels and people could still get treated even if they were unable to pay; believes that this service came into being as a direct result of the publication of the report of the Highlands and Islands Medical Service Committee, or "Dewar Report", in 1912, exposing inadequate medical and nursing services across large parts of crofting communities and recommending a new way of delivering state-funded medical services where doctors would be guaranteed a minimum salary, cost of travel would be reimbursed, they would be expected to visit all those requesting help, be involved in public health and school work, attend midwifery cases and provide themselves with adequate transport, and applauds everyone working in Scotland's health services from those early years, now and into the future.
