We are basically saying that people who are aged 12 and over can make a decision about what will happen if they die, but people must be 16 or over before they can make a decision about live transplants.
It is a general point that everybody, including members of the Parliament, should uphold the law, so we should just leave the phrase in, although I would not die in a ditch over it. I agree with Bill Butler.
