As you all know better than I do, the Parliament can debate any matter. Similarly, Governments can express views on any matter, whether it is reserved or devolved.
That creates a difficult environment for young people to express themselves positively. What often comes out are the views of the young person from the point of view of fear and rejection of a system that they do not understand.

In relation to the proposed protocol, some stakeholder organisations expressed concerns about a lack of clarity in the Scottish Government’s proposals about the exact provisions of a protocol between the Scottish SPCA and Police Scotland and how it would operate.
As part of the ALLIANCE's engagement around the Bill, some of its members expressed concern that there may be a risk of confusion about the role and remit of the Commissioner and setting unreasonable expectations reagrding the treatment of individual cases.
As a general rule, there requires to be an express power to sub-delegate, and otherwise the person on whom a power to legislate is conferred cannot use that power to confer further power which has legislative effect.
