Will the Scottish Executive reject any suggestion of top-up tuition fees of up to £15,000 per year, whether that suggestion has come from the principal of the University of St Andrews or from U-turning politicians such as Tony Blair, who once gave a firm commitment not to introduce top-up fees, or indeed such as Brian Monteith, who used to be—or claimed to be—against tuition fees, but who is now in favour of top-up fees?
