A lot of disputes about access are between crofters, and adjoining crofts might not have the same landlord. If a crofter buys his croft, he is the landlord. It seems reasonable that there should be some mechanism for a crofter to go to the Land Court to get right of access over a neighbouring croft, regardless of whether it is owned by the same landlord.
