A research report from 2013 suggested that the new sanctions introduced in 2006 have not been well used.
The 2018 consultation showed that respondents were divided on the inclusion of provisions in the Bill with no clear majority. 48% of those who responded did not support new legislation on a duty to notify with 35% supporting new legislation.
