As I indicated to the committee in my letter of 13 April 2005—it is important to specify the year, as the correspondence, unfortunately, trails back over several years—the Scottish ministers' powers over byelaws that have been made by another body are set out in sections 63 and 64 of the Airports Act 1986 and in schedule 3 to that act, which are all provisions that are excepted from reservation under the Scotland Act 1998.Designated airport operators may make byelaws for regulating the use and operation of the airport and the conduct of all persons while they are within the airport.
