I am not quite sure what Lord James Douglas-Hamilton is proposing, but it is clear that the rate of corporation tax in Scotland—and, indeed, throughout the United Kingdom—is below the European average, so it is not as though Scotland is at some sort of competitive disadvantage compared with other parts of the UK in that respect.
