I expected you to agree with that.One might compare the project to other projects such as Portcullis House, the dome, Wembley stadium and the Millennium bridge, which were all initiated and contracted by Westminster and were all completed over budget.
There are lots of opportunities for highlighting good practice and doing comparative studies, which would give momentum to the new planning requirement.The Standards in Scotland's Schools etc Act 2000, which highlighted educational priorities and inclusion, seemed to dovetail beautifully.
