We know that the optimal time for the collection of evidence is between day 1 and day 7, and that it is better for forensic evidence such as cells, fluids and samples for DNA analysis to be obtained as early as possible.
If we are doing active monitoring, which involves monitoring the movements of an offender in real time 24/7, there is clearly an issue in terms of resource, who does that, how the information is shared and so on.
