Scottish ministers would only consider intervening in the process, by calling in a planning application for their own determination, in the most exceptional circumstances, for example where a proposed development raises issues of significant national importance.

The Commissioner can investigate any complaint (except medical complaints), which have exhausted the internal CP system.Prisoner's complaints about medical matters are dealt with by the prison Medical Officer.
In the 18 years of Conservative Government, we saw nothing from the Labour party except the Griffiths report opposed, the Wagner report opposed and the National Health Service and Community Care Act 1990 opposed.
Given the fact that prisoners are at Peterhead for a very long time, the number of them who are doing programmes at any one point is comparatively low. However, over the period of their sentence, very nearly half the prisoners will do serious programmes to address offending.
However, I maintain that we find ourselves in this situation partly because the Subordinate Legislation Committee—when the instrument came before it—did not compare the legislation for England and Wales bill with that for Scotland, which would have made it obvious that there was to be an additional section.
I stand to be corrected on that.The Scottish Executive response states that there have been 227 proposed special areas of conservation sites around Scotland. How does that compare with the number of sites that have been designated in other countries in Europe and the United Kingdom?
