The grand old duke of North Queensferry has marched his lot up to the top of the hill. They are looking over that hill and they can see something rather unpleasant—that they are bound to lose seats in Scotland in a coming general election.
Essentially, that means that there is very good leadership from the top. One of the things that distinguishes a good school from any other school in Scotland—I have no doubt about this, because I have visited many schools—is the quality of leadership in the school.
The challenge for Scotland is to drill down into some of the sub-sectors and niche markets that are important for us, and to build up from there. We are talking about a top-down perspective, but we also want to look from the bottom up.
I accept that Glasgow faces significant problems—that is why Glasgow City Council is at the top of the league for Government support.The equalities statement will be published at the start of next week.
I believe that that will be a very good thing. We have all had enough of top-down bureaucratic decision making, which too often merely echoes vested interests.
