Further to Neil Findlay’s question, will the minister clarify whether he supports the police interpretation of offensive behaviour when it involves songs or banners in support of political standpoints or expressions of a cultural identity that, outside a football environment, would not be considered criminal?
I am quite worried about the figures for consultant, nursing and midwife vacancies. Exhibit 6 on page 26 shows that there has been an 87 per cent increase over the past year in vacancies that are open for six months or more.
I expect consultations to be robust and reasonable, to allow the public, elected members and any other interested parties to express their views. Following that, I expect the information to be distilled into findings.
Finally, in its evidence last week, the Law Society of Scotland expressed concern about“the absence of a procedure for appealing a local authority’s internal decision to a sheriff”—Official Report, Local Government and Regeneration Committee, 26 March 2014; c 3311.

Illegal money lending is an offence under section 39(1) of the Consumer Credit Act 1974. The number of cases reported to the Crown Office and Procurator Fiscal Service (COPFS) by Scottish Illegal Money Lending Unit (SIMLU) is small.

We will continue efforts with the UK Government to create a single, progressive and more accessible means of supporting childcare costs through tax credits and childcare vouchers. Responsibility for these are reserved to the UK Government.
Youth Achievement Awards and ASDAN certificates are both levelled against the Scottish Credit and Qualifications Framework and the Duke of Edinburgh''s Award is also well recognised.
The sheriff may grant a time order for consumer contract debts, under the Consumer Credit Act 1974. Time orders have slightly different criteria for sheriffs to consider before granting but otherwise are similar to time to pay directions and orders.

In the meantime, I am encouraged that across the nephrops and whitefish fleets, elements of the Scottish conservation credits scheme provide opportunities for skippers to gain some immediate relief.
