The localplan should also indicate sites where proposals to satisfy unmet demand can be located,including, if appropriate, sites for open space in urban areas.
The studies so far show that the speed limit and driver behaviour in 20mph zones reduce speeds, particularly at the top end—if the speed starts at 28 or 29mph it comes down to 26 or 27mph, but the difference is imperceptible and people just do not see it.
