You state that you “consider the Financial Memorandum estimates to be robust, based on all the available evidence”, although the committee expressed a number of concerns in its report.
That said, genuine concerns have been expressed to me. I have had about three dozen emails and have responded to them all, and I have been in touch with Chief Constable House.
We have tended to call in applications for wind turbines where genuine concerns have been expressed about their impact on aviation safety or the safety of individuals and communities but, as I have said, notification does not automatically mean that the application is called in.
The difference is reflected as a non-cash charge or a non-cash credit. The figures at the bottom of page 2 of our autumn budget revision show the values of the non-cash credits that have been released by that phenomenon in recent years.
I am also a bit concerned about the fact that NatureScot already struggles to monitor its sites adequately and to deal with various applications, and that SEPA struggles when it comes to monitoring, data and so on.
