The only delegated power in the bill appears in section 3, and is a power conferred on the Parliament to modify the Scottish parliamentary pension scheme—SPPS—by a resolution of the Parliament. Although it is not expressed as a power to make subordinate legislation, it is in order for us to consider the delegated power under standing orders rule 6.11.1(d), which states that the committee may consider and report on"whether any proposed delegated powers in particular Bills or other legislation should be expressed as a power to make subordinate legislation."
