Legislative Consent Memorandum on the European Union (Withdrawal) Bill - Clause 17: Powers to make consequential and transitional provision

Kenneth Campbell QC, giving evidence on behalf of the Faculty of Advocates, suggested that he could see value in the Scottish Ministers having this power: “One can clearly envisage that, if the Scottish Ministers exercised the powers that are conferred elsewhere in the bill, consequential tidying-up things might well need to be done.”iDelegated Powers and Law Reform Committee , Official Report, 26 September, col. 23. Children's Hearings System - Taking Stock of Recent Reforms - Statistics and trends

The number of referrals does not necessarily indicate the level of work for panels - only around a quarter of referrals in 2015/16 result in a Hearing being arranged (26% in 2015/16). There were over 35,000 Hearings held in 2015/16.
