We support the idea of a national strategy, but it is hard to see what specific additional duties could be introduced on top of the ASL legislation for a particular set of conditions.
Derek Penman said in his report that no evidence of backfilling as a strategy was found. That is the other side of the coin. There is inevitably backfilling for custody across the country.
Partly that is about where the resources have been invested; it is two sides of the same coin. There are families here telling you that they are not getting enough support.
