RSLs should not impose factoring charges on their own tenants. Tenants of RSLs pay rent and, where appropriate, service charges to cover the costs of the services provided to them.
We are also investing more than £90 million in discretionary housing payments to help families meet their housing costs and, on Thursday, we announced further rent control measures to protect tenants and keep people in their homes.
We have introduced provisions in the Housing (Scotland) Bill that, if passed, will put a duty on social landlords to develop and implement a domestic abuse policy outlining how they will support their tenants who are at risk of homelessness, including by protecting the rights of women to stay safe in their own homes.
Our ambitions will be aided by a new deal for tenants in the private rented sector and the commitment to the delivery of 110,000 affordable homes by 2032.

The Land Reform (Scotland) Bill will improve tenants’ ability to participate in and benefit from such activities, and the Scottish Government assures me that other work is under way to help improve landowner-tenant relationships, which would help to achieve the same goal.
