To be fair to the Executive, the order was drafted by the UK Central Council for Nursing, Midwifery and Health Visiting, which is outwith the Executive's control, but perhaps we should draw the question to the Executive's attention.

Bute House is the only Scottish Executive building which is categorised as a residence, and procedures to ensure that residents, including visiting dignitaries etc, have access to medical advice or assistance have been in place for some time.
I note with interest that the first news of this story came from the unlikely source of The Guardian on 26 November 2001. I imagine that that did not cause unqualified and undiluted delight in the offices of the Stornoway Gazette and West Coast Advertiser.
