The text of the provisions was not shown to us, but there was discussion about issues such as exceptional cases and the employment of solicitors by the Scottish Legal Aid Board.
The Executive has explained that the purpose of the provision is to allow leeway in the submitting of applications to take account of exceptional circumstances. However, the circumstances do appear to be strange, particularly the reference to the three-week period.
Such business should be in public at all times except where there are issues of commercial confidentiality or other matters that the committee considers should be discussed in private.
On the whole, the Executive's response has been quite positive, and the recommendations and conclusions of the committee have been accepted with one exception, which relates to the provision of ambulances to meet at least average demand.
That would constitute a restriction compared to the current situation. Bruce Crawford may be equating a public company with a public body; if so, that is a fundamental confusion.
