The Executive has explained that the purpose of the provision is to allow leeway in the submitting of applications to take account of exceptional circumstances. However, the circumstances do appear to be strange, particularly the reference to the three-week period.
Such business should be in public at all times except where there are issues of commercial confidentiality or other matters that the committee considers should be discussed in private.
On the whole, the Executive's response has been quite positive, and the recommendations and conclusions of the committee have been accepted with one exception, which relates to the provision of ambulances to meet at least average demand.
Paragraph 5 of our paper EC/S2/05/24/2 states that clarification was also sought on"whether the exception in this article is a personal exception or an exception which applies only for the duration of the present period of office of a Governor."
The letter goes on to say that the £100,000 saving from the closure is only a drop in the ocean compared with the outrageous cost of the new Parliament building.
I am tempted to leave the text as it is, but to ask the clerks for an alternative section so that we can compare the two versions at our meeting in January.
The suggestion of doing the same job for 20 years might not appear attractive when compared to other careers. The suggestion might not be to do the same job for 20 years.
