A completely separate point relates to the delay in payment verification. During our Glasgow visit, we questioned the Greater Glasgow Primary Care NHS Trust and found that there was an issue to do with visits to GP practices—only two visits had been carried out.
The minister was clear that we were talking about the sequencing and renumbering of provisions. I do not know how that can be compared to some sort of constitutional change to the Scotland Act 1998.
If so, it might be worth asking about the comparability of the forms of guidance because as we all know—we have seen it ad nauseam in health boards throughout Scotland—different ways of consulting can produce different results.
It is a matter that affects us all as workers and, given Scotland's comparatively poor record, it is one that we must continue to address in the chamber.
